So with these changes, I decided to test the Shadow Warrior/Master as a Phoenix Strike build. One last important change is Dragon Flight no longer has a Cast Delay. And for the finishers, they have had their damage improved, and they always hit if the Assassin has any Martial Arts charges. The Martial Arts charge up abilities have also gotten significant attack rating buffs. In patch 2.4, the Assassin's Martial Arts charges have been changed to now only release 1 of each charge per finisher, instead of all 3.
